us/government/employment/code-administrator/ LANGLADE COUNTY JOB DESCRIPTION CODE ADMINISTRATOR Department: Land Records & Regulations Reports to: Director of Land Records & Regulations Grade/Wage: Grade 13, $44,850 to $60,450 FLSA Status/Hours: Exempt, 37.
5 Hours per week Revised: 4/18/2024 *Summary:* The purpose of this position is to administer sanitary (private onsite wastewater treatment systems-POWTS) and county land use regulations, and ensure compliance with state codes and county ordinances.
The position will review and issue sanitary permits, land use permits, and perform various field inspections and prepare reports and determinations as required.
The position will ensure compliance with shoreland/wetland and floodplain regulations and assist with code development.
The position will support other functions of the Department as needed.
*Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner.

* *Zoning – (Chapter 17)* * Effectively communicate with the public (person to person, in writing and verbally), to accurately advise inquirer what permits or laws may apply to a proposal or complaint.
* Receive and process applications, prepare public notices and field investigation reports for permits under Chapter 17 of the Langlade County Code of Ordinances including preparing reports and issuing appropriate permits.
* Conduct and coordinate field inspections with the public and appropriate state agencies for permits and proposals as required and provide advice and direction to the applicant.
* Attends public hearings and submits required information as necessary.
* Supervises assistant code administrator and departmental deputies as they assist in the performance of zoning and sanitary duties.
* Receive, prepare, and process applications for zoning amendments, variances, and conditional use permits, including research and preparation of findings of fact.
Serve as staff person to the Langlade County Board of Adjustment as they conduct public hearings, inspections, and make decisions by providing information and by maintaining an accurate record of said hearings and decisions.
*UDC (Chapter 14)* * Advise the public when a UDC permit is likely required and provide inspectors information.
* Communicate with the UDC Inspector regarding Zoning Permits that have been or will be issued.
*Sanitary (Chapter 15)* * Receive and process soil and site evaluation reports (SBD-8330) and sanitary permit applications (SBD-6398) and issues appropriate permits and approvals for the installation of private sewage disposal systems as required in DSPS 383.

* Conducts soil on-site investigations with contractors and DSPS personnel as required to provide technical advice and direction for specific sites and proposals and to prepare written reports.
* Performs mandatory field inspections as required by DSPS 383.
06(4)(d) of private sewage system installations and completes required inspection forms and issues orders or directives to assure compliance of appropriate codes and approvals.
* Effectively communicates with the public (person to person, in writing, and verbally) to accurately advise inquirer about what permits or laws may apply to a proposal or complaint and to assure compliance with Langlade County Private Sewage System Ordinance.
* Assists in training programs for the public as needed.
* Supervise the Assistant Code Administrator as they assist in the performance of sanitary duties.
*Non-Metallic Mining (Chapter 20)* * Maintain a database of existing and new nonmetallic sites which may include aerial photography along with the use of GPS (Global Positioning System) equipment to help determine the active area of the mine/pit at each site and any other pertinent information.
* Enter data and maintain computer records.
* Review and issuance of reclamation permits.
* Work with owners and operators in the office and at sites to ensure compliance with codes.
* Assist owners and operators with the development of reclamation plans.
* Submit annual reports along with required fees to the DNR each year.
* Attempt to determine an appropriate Financial Assurance for each site*.
* * Conduct Public Hearings for Reclamation Plans and Conditional Use Permits * Visit sites to determine compliance.
* Assist DNR with required audits.
*Rural Addressing* * Assist with Rural Addressing throughout the County.
*Land Division - (Chapter 18)* * Assist the public with questions pertaining to Chapter 18 * Work with the Property Lister and Director to assist in seeing that public land division questions are answered.
* Review maps with the general public and answer questions.
*Other Duties* * Maintain and update the county codes.
* Performs Land Records and Regulations Department Director's duties during his/her absence.
* Performs other work activities as assigned by the director.

_ *Education and/or Experience;* * Position requires a Bachelor's Degree in natural resource management or related field work, or a minimum of 2 years of experience in zoning and sanitary regulations.
* Certification in soil testing, POWTS, or obtain certifications within one year of hiring.
* Possession of a valid Wisconsin driver's license.
*Knowledge, Skills and Abilities:* * Ability to communicate effectively, orally and in writing and maintain effective working relationships with local officials, plumbers, certified soil testers, realtors, attorneys, other departments employees and the general public.
* Knowledge of zoning, sanitary, and land use related regulations.
* Ability to secure facts through investigations and inspections and to effectively analyze and interpret them.
* Ability to make field determinations of morphological soil conditions and limitations for on-site waste disposal.
* Ability to interpret plan specifications, blueprints, rough sketches, layouts, topographical maps, aerial photos, legal descriptions, etc.
* Ability to use independent judgment in applying various ordinances to practical situations.
* Ability to explain and interpret the provisions of ordinances, codes, and statutes.
* Basic knowledge of building construction, principles and techniques.
*Technological Skills:* Working knowledge of Windows and Microsoft Office Suite.
